The great European nations clash for control of the colonies and Eastern Europe.
Struggle of Empires is a game of conquest, management, and negotiation focusing on colonial wars from the 18th to the early 20th century.
Players take on the roles of leaders of colonial powers and must make political, technological, and military decisions.
In addition to their troops, they have two resources: gold and population. Population is used for recruitment, colonization, and also serves as income.
They can purchase tiles that grant them certain advantages:
Trade: generates gold
Alliance: bonuses to combat in certain regions
Political or technological development (such as: Logistics, which allows for greater troop movement; Reforms, which reduce discontent; Pirates; Strategic Retreat; Militia, etc.)
The game's first unique feature: players' gold resources are virtually unlimited. A player can still buy even if they cannot pay, but in this case, they gain discontent markers which will give them a penalty at the end of the game.
Three successive wars will punctuate the game.
A war unfolds in three stages:
1) Alliances
The second unique feature of the game:
Two camps are formed. Players on the same camp cannot attack each other during the alliance phase but can help each other.
Procedure: auctions -> when a player makes a bid, they propose two countries they do not want to be allied with. When a player wins an auction, the two countries they proposed are placed in two different camps. This continues until all the countries are aligned.
2) 5 Action Rounds
In each round, players perform two actions consecutively from the following: recruiting troops (costs population points)
moving two units across the world (subject to storms)
attacking natives or an enemy player's colonies (costs gold)
purchasing tiles (to be paid for with gold, population points, or discontent depending on the tile - note that some tiles are free)
colonization: colonies can be created by sending population or slaves (triangular trade). 3) End of the War
Each region awards victory points to the players with the most colonies.
Players receive their income based on their population and the number of colonies they own. They maintain their armies.
The winner is the player who has accumulated the most victory points at the end of the last war.
