In the early 1930s, the Red Army began searching for an improved version of its old T-27 light tank that had never performed well. The design of the T-37 was heavily influenced by the contemporary Carden-Loyd tank and the Vickers floating tank, but also reused the designs of several components of the old T-27.
The T-38 tankette was a modernized refinement of the T-37A, but was only a moderate improvement. Used primarily for reconnaissance and infantry support, the tankette's weak armor was offset in some theaters by its low profile and amphibious capability.
