City of the Great Machine features the conflict between the Great Machine, a network of artificial intelligence, and an alliance of Heroes. The Great Machine is either player-controlled or automated, completely changing the gameplay.
The Great Machine controls the city built on mobile platforms in the sky. As the Great Machine, the player (or the game's AI) commands a force of advanced servants and mechanical guards. The Great Machine's ultimate goal is to suppress social unrest and complete its grandiose master plan to perfect humanity.
The other players are Heroes working together against the Great Machine to spark a revolution. They encourage discontent in the city, enlist the support of famous citizens and start riots. They also try to prevent the Great Machine from completing its master plan, as this would lead to the enslavement of mankind.
City of the Great Machine can be played one-to-many (2-4 players) or cooperatively/solo (1-3 players).
The modular board allows for infinite city layouts. Players can reposition city districts during the game.
Hidden movement. Each turn, the heroes secretly choose the districts they will move to.
Resource management. Both sides in the conflict have multiple actions to undertake, and pay for them in trust (Heroes) or in bonds (the Great Machine). The same applies to travel and other tasks.
Asymmetrical play and unique victory conditions. The Heroes need 3 riots to win, while the Great Machine strives to complete the Master Plan.
The secret. Heroes must hide their plans from the Big Machine, but can only discuss their intentions in the presence of the Big Machine.

City of the Great Machine est un jeu de société au thème steampunk prenant, avec un matériel riche et une direction artistique très travaillée. Cependant, le jeu pâtit de règles excessivement complexes et confuses, qui nécessitent de multiples relectures avant de pouvoir jouer. À noter également que l'intelligence artificielle qui contrôle les forces d'opposition se révèle redoutablement efficace, ajoutant à la difficulté déjà présente.
Ce jeu séduira avant tout les joueurs chevronnés, attirés par l'univers cyberpunk et prêts à consacrer du temps pour dompter des mécanismes de jeu ardus. Les règles absconses et l’IA sans pitié risquent néanmoins de lasser et décourager les joueurs plus occasionnels en quête de parties détendues. Le jeu parviendra à immerger les premiers dans son ambiance dystopique, quand il mettra rapidement à l'épreuve la patience des seconds.
