The year is 1931. In the United States, Prohibition—the nationwide ban on alcohol—is fueling the rise of organized crime. This phenomenon is particularly visible in New York City, where violent clashes pit rival mafia families against each other.
After years of violence, the heads of these families meet secretly and decide to divide the city among themselves.
Their goal: to end the endless turf wars and refocus on their illicit activities. From then on, the Five Families control the New York underworld. At the beginning of this agreement, each family scrambles to seize as much territory as possible.
Each player takes turns in clockwise order. Your turn consists of three phases:
These three phases are described in more detail below. Don't be surprised if you take control of a district before you can claim new cards.
For a single card, the sequence is reversed: you claim it first, then take control of it.
This simply means that any card you claim that moves into your claim area during the second phase of your turn must remain in your possession for at least one turn before you can take control of it during the first phase of your next turn (provided the card is still in your possession).
The game ends when all districts are under control.
