Chang’an is a card game focused on deck-building and resource management, in which players, taking on the roles of prominent urban planners, carefully craft their strategies by placing cards on the top of their character boards to generate resources.

During the Tang Dynasty, Chang'an was one of the largest cities in the world. It was a cosmopolitan urban center that welcomed thousands of travelers. As a renowned city planner, compete against other players to build the most beautiful districts of Chang'an and win the favor of the court.
Players will carefully plan their strategies by placing cards on the top of their personal board (the gates). They will then move these cards to the city districts to construct magnificent buildings and welcome influential figures to the district. Each new card built in the districts will grant players various privileges and a certain number of victory points.
On your turn, you perform only one of the three main actions: research, play, and/or move cards to the gates to produce resources and activate character effects, or build.
The game ends as soon as a player has nine or more cards built in the districts of their city board (cards located at the gates are not counted).
The player with the most victory points will be declared the best urban planner of Chang’an.
