Cartes à jouer Theory11 - Citizens was designed by illustrator Kevin Cantrell and marks a first for Theory11: the tuck box combines gold foil, bronze foil, and hot stamping for the first time, in an intricate spider-web-like guilloche pattern that extends to the inside of the box. The card back features the same symmetrical Art Deco pattern, printed in black and gold metallic inks on white card stock.

The face cards of Cartes à jouer Theory11 - Citizens keep a standard layout for easy playability, while using muted reds and metallic inks. The Ace of Spades features the iconic Citizens "C" emblem, while the two identical Jokers display the Latin motto "Audentes Fortuna Iuvat" (Fortune favors the bold), also featured on the card back.
