In our own reality, the First World War lasted more than four years, killing millions of people amidst vast destruction and the fall of the great empires of Eastern Europe. In the alternative historical context of World War II, Woodrow Wilson's 1916 peace initiative succeeded, leaving the empires intact to fight again a generation later.

Tsar Alexei's Russian empire led the new aggression, opening World War II with an unprovoked attack on Poland and the Baltic states that soon involved their allies in the central powers. The Russian Imperial Navy engages in battles in the Arctic and Atlantic Oceans, as well as in the Baltic and Black Seas, and war in the Pacific ensues.

Fleets: Imperial Russia is a reference book on the context of the Second Great War, and a sequel to Fleets: Imperial Germany. It tells all about the ships, airships and aircraft of Imperial Russia's four fleets: their design, construction and deployment during the Second World War.

The Tsar's ships range from the modernised veterans of World War I to the new fast battleships. Although most of these ships never existed, they were designed on the model of Russian and Soviet warships and are the best estimates of what Imperial Russia would have built if the regime had survived.

Each class of warship is described with data similar to that found in the warship guides of The Second Great War at Sea , and some diagrams of their design. It is a fun complement to The Second Great War at Sea, making this world that never existed a little more real.
