Players take on the role of urban planners tasked with transforming concrete building rooftops into lush hanging gardens, under the supervision of a Chief Urban Planner who sets objectives for each round.
The game’s originality lies in its vertical dimension: unlike most tile-laying games, City Gardens encourages players to stack their tiles to build upward, with each completed level—free of empty spaces—earning more points, all while drawing tiles directly from the game box itself.
A game of City Gardens consists of twelve rounds, during which each player selects a tile from those available in the box before placing it on their individual board, which represents a building’s roof.
The challenge lies in assembling tiles of the same color to form large areas of vegetation, while strategically stacking the tiles to build upward without leaving gaps in the structure. Compost elements occasionally provide additional bonuses, while the objectives set by the Chief Urban Planner for each round guide players’ tactical choices—sometimes at the expense of simply expanding their colored areas.
At the end of the twelve rounds, players tally their points based on the height of their structures, the size of their colored zones, and the completion of the objectives set by the Chief Urban Planner throughout the game.
Floors that are fully completed without any empty spaces provide additional bonuses to this final tally. The player who has accumulated the most points wins the game and becomes the urban planner who has most successfully transformed the gray city into hanging gardens.
