The Organized Crime and Triad Bureau is on edge. For the past few days, an unknown force has been slaughtering various gangs on the city streets, with no regard for the civilians caught in the crossfire.

Even though the PCs aren’t exactly sad to see criminals six feet under rather than on the streets, it is their duty to protect the city’s civilians.

In this scenario for a group of 4 to 5 players, the characters are part of the Organized Crime and Triad Bureau, an elite police unit tasked with investigating and combating Hong Kong’s triads.

For the past few days, members of various gangs have been slaughtered in the city streets, with no regard for civilians who might get hit by a stray bullet. There have already been numerous innocent victims.

Of course, criminals getting slaughtered isn’t exactly a problem, and one could almost turn a blind eye. But precisely because these are indiscriminate crimes—sometimes committed in the midst of a crowd of civilians—they must be stopped…

A scenario combining investigation and atmosphere, with its share of action.
