Introducing Cuba
"Cuba" is reminiscent of "Puerto Rico" in some ways: players take on different roles, construct buildings, and produce goods that they can load onto their boats.
But then, we're offered a different game, starting with the theme...
Players can choose 4 of the 5 roles and secretly decide when to use them.
During their turn, a player can choose to use the role they selected (in order) or take a "neutral" action.
Laws are added to the game and completely change the way this type of game is played: players must vote for or against a new law, with a new law repealing the previous one...
